Support for a Systems Approach to High-Quality Teacher Professional Development in Maryland
PSA assisted the Maryland State Department of Education (MSDE) to review and improve the state’s professional development system and policies. The project's three-part goal was to:
  • reexamine and revise the state’s standards for professional development

  • align professional development systems with priorities in school improvement planning, resource allocations, and assessment

  • create a stronger link between state and local professional development systems

Information from these activities became the basis for a new set of professional development standards for the state, developed by the Professional Development Advisory Council, a panel representing education stakeholders throughout the state.

PSA also assisted MSDE to survey teachers about their professional development experiences and to develop a guide to professional development planning.

Maryland Survey of Teacher Participation in High-Quality Professional Development 2003-2004

    Maryland teachers gave mixed reviews to the quality of their professional development experiences during the 2003-2004 school year, according to a survey conducted by PSA.
